Luxembourg has a history of reinventing and renewing its economy, championing European integration and the creation of the common market, establishing a world-leading financial centre and developing key sectors such as space, where the country's pioneering approach has turned it into a European hub for commercial space activities.  

This proactive approach has led to exceptional growth in the domestic job market, with the number of jobs nearly doubling over the past 25 years. To further stimulate this positive evolution, Luxembourg is now investing in key digital technologies that are reshaping the global economy.  

Data, artificial intelligence, quantum: Future-proofing Luxembourg’s economy 

The Luxembourg government is committed to promoting innovation to ensure the country remains at the forefront of technological and digital progress. In 2025, the government introduced three strategies to accelerate digital transformation, strengthen digital and technological sovereignty, boost the economy and solidify Luxembourg’s position as a trusted and connected European hub for digital innovation.  

  • Luxembourg’s vision is to be a European data hub, providing reliable, high-quality and easily exploitable data. To achieve this, the country is pioneering new approaches to data management to simplify access, use and reuse of public sector data for research, innovation and product development. Ultimately, the government aims to create a “data factory” to foster an ecosystem that generates value from data for both public and private stakeholders.

  • Luxembourg aims to become a leading hub for human-centred AI innovation with global impact. The country is building a trusted AI ecosystem based on openness, dynamism and reliability. This approach will ensure that technological advancements improve quality of life for citizens and encourage the adoption of AI technologies across the entire economy. An AI-optimised supercomputer, MeluXina-AI, will be available to companies and research centres in 2026.

  • In the coming years, quantum technologies will redefine the boundaries of information processing, security and analysis. As they mature, Luxembourg intends to be ready to harness their full potential for scientific, technological and economic progress. In addition to enabling new scientific breakthroughs, the national strategy focuses on developing, deploying and commercialising innovative quantum technologies, capabilities and services.

Spearheading the jobs of tomorrow 

Developing talents and skills is central to these strategies and essential for success. The strategies include the following actions:
  1. Foster a data-driven society and strengthen digital skills: 
    Focus on three skill profiles: data experts – developers of data solutions with in-depth knowledge, data practitioners – professionals who implement and maintain data systems, and citizens – individuals who use applications and pre-built data solutions. 
  2. Cultivate AI competence across all levels of society: 
    Focus on three key skill profiles: AI excellence – AI creators with deep technical knowledge, AI practitioners – professionals who implement and maintain AI models and systems, and AI users – non-technical professionals who use pre-built AI applications and solutions. 
  3. Foster and attract talent and expertise to build a robust quantum ecosystem: 
    Focus on developing specialised quantum education programmes, expanding training and workforce development, and attracting and retaining talent.

Over the past two decades, Luxembourg's startup ecosystem has grown impressively and counts today over 750 firms. More than 650 of them have their headquarters here. The most represented sectors include:
