Reduced financial barriers

In order to attract global expertise, Luxembourg has revised the financial framework for international professionals, ensuring your transition is both smoother and genuinely rewarding.

The salary thresholds for workers applying for an EU Blue Card were significantly lowered in 2024, opening doors for mid-career professionals and specialists. The EU Blue Card residence permit, a combined residence and work permit designed specifically for highly qualified non-EU nationals, has become much more accessible with these changes.

Before 2024, Luxembourg's threshold was set at more than €88,000 gross salary per year, but has been reduced by a third and, despite a recent adjustment, is still a competitive €63,408 gross annual salary. This opens up a new level of international workers to access the country's labour market.

At the same time, there is another compelling housing proposition, whereby employers can provide rental allowances to employees with tax-free benefits. This innovative approach came into effect in January 2024, effectively increasing your take-home pay while addressing the country's remarkable competitive housing costs. 

The programme is available to anyone under the age of 30 with a full-time job who has a rental agreement, and earns a yearly salary that does not exceed 30 times the monthly social minimum wage for skilled workers. It is capped at €1,000 per month, with 25% of the allowance tax exempt.

This is in addition to the existing tax exemption for employers bearing the cost of relocation expenses, which also improves the competitiveness of international job offers from Luxembourg companies. These adjustments mean significantly more disposable income for newcomers, even in a higher-cost destination.

Immigration simplified: From paperwork to pathways 

Application processing times have been slashed for certain permit categories since the implementation of new procedures in Q4 2023, making it easier and quicker for you to get settled and start working. 

According to the Ministry of Home Affairs, processing times for EU Blue Card applications have been reduced to about 30 days in standard cases. Previously, it took 60-90 days on average. This efficiency extends to family members as well, with dependent permits now processed concurrently rather than sequentially.

It helps that government processes around Luxembourg are improving from increased digitisation. Since March 2024, the Guichet.lu portal offers comprehensive English-language guidance and online application options for various services, including immigration. What previously required multiple in-person visits and postal applications can now often be completed from your laptop.

Multilingual support services have expanded across government offices, ensuring that language barriers will not complicate the transition. English proficiency for workers processing immigration is now given, making it easier for expats to arrive in Luxembourg.
